Just like the retail price of gasoline
is set by the market. Both the oil industry and MS have monopolies on products that are necessary for people and companies to function. They will charge the absolute highest price they can until enough consumers start to cry foul.

In practical terms there is no competition for either - that's why exxon has tripled their profits and MS gets a 70-80% profit margin on software.
