Microsoft is a publicly traded company and the market sets the price.
You appear to be under some belief that market economics does not play a part in the price of product. You also present the perception that you have never worked in a multinational (or large corporation, which Microsoft is). They set a price for the OEMs and retail stablishments (the proces are different). The OEMs incorporate the price in the retail product, the retail establishments add a markup that covers shelf space, marketing, etc.

An example: intenally NT4 Server sold (to employees) for about $70 (with 10 user CAL) while it retail price to businesses and indivisuls was a several hundred dollars. XP internally is around $40 while (sans covered with the purchase of a new machine) it sells retail for over $150. The retail price is not set by Microsoft!
