It is hard to see Microsofts motive here other than to create more FUD.
They surely do not expect OSDL to go along with them do they? I could imagine never ending negociations about how to define the study. Seems like they want to be able to say they tried to get the open source people to do a real study, but they refused.

Anyway, this does show a certain level of desperation in Redmond. The world is a changin' and Microsoft is desperate to make sure you will need Windows to access all of the web.
