Interestingly enough...
Linux distributions suffer much the same affliction as commercial software in general. Notice that the non-commercial Debian distribution is currently at 3.1, while the last release of Red Hat Linux was 9.0 . Slackware skipped 3 versions to go from 4.x to 7.0 to match what the commercial distros were doing.

My point remains that the only effect of this practice is to completely eliminate the significance of a major release (if everything is a major release, then...).
