Yup!

If not too resource intensive in current hardware computers where you rarely see anymore a computer running in less than 256Mb RAM, this performance toll imposed by having the registry opened at all times should not be too high for newer computers. However, back in the day when a computer could "run" Windows 95 on a computer with only 8 Mb of RAM, this imposed (IMO) a big performance problem, not only due to reduced memory allocation, but also due to being watching any changes to the registry at all times, wasting CPU cycles.

In any case, for MS to get rid of the registry and move toward a more *nix-like configuration architecture can only be good (why didn't they do it that way to begin with?!?!).
