Mananged code is exactly like Java. JNI is the java version of unmanaged code and the same statement can be made.

I think what Gosling was trying to say is that Java doesn't give you the option to write any unsafe code but the Microsoft compiler does give you that option. Since Gosling thinks most developers are unable to check their own code for security issues, I can see why he thinks the option is bad.
