Very sensible rules.
A lot more informative than the article, which is written in dense non-English. The first "tool" to be provided the author is the text complexity software applied to insurance policies. Nowhere in the country would he be allowed to sell that crap.

But you left out one more element. I'll phrase it, "Monitor the connection of the project to the existing software systems."

People complain about spaghetti code...

I just wrote a long paragraph telling you what I expect you already know about what happens when projects are "completed".
