Please re-read my comment

"What exactly are the "simple, engineering principles"..."

Please re-read my comment. If it takes 3 men 1 year to do X. It takes 3 men less than year to do X/2. It takes even less if have bigger building blocks. We have bigger building blocks today, we are starting from a higher ground - there is less work to do!

Yet budgets go up, and work goes down, so there is a gap between the work thats budgetted and the work thats done.

That gap is filled by ever more buzzwords & BS of which this story is an example.
