"Big projects need control and discipline. Small projects still need to be documented"

When a project runs for 3 years, with constant changes of staff and millions of lines of documents nobody reads or can remember after 3 years, does that represent 'control' and 'discipline' or does it represent quite the opposite?

It seems to me we develop ever smaller projects using ever bigger building blocks. Projects should be getting smaller staff and smaller budgets by simple engineering principles, yet quite the opposite is happening. Budgets get bigger, more people are employed. So they make the software overly complex, overly subdivided and written to consume the budget rather than to solve the task.

I shudder to imagine what Firefox would look like if it was written by an IBM or EDS corporate team.
