A balance needs to be struck
The question is to concentrate on how process can make tasks easier to accomplish. The idea being I think "We always do this this way, therefore we don't have to think about how we do this everytime we want to do it".

But how does one prevent useful process from atrophying into process for its own sake? Some balance has to be made between regular review and constant (and counterproductive) tinkering.

Perhaps one should make a distinction between what could be automated and requires no human intervention and what will always require human judgement (and hence the taking of responsibility). After all this is what we are doing when we take the informal requirements of our users and turn them into the formal system on the computer and assessing what can (and what cannot) be automated. As is often the case, the computer industry is better at making prescriptions for business than taking its own medicine.
