Process optimization and process-centric development can make software development much more manageable, predictable and efficient

Process can also turn into "if it's not the way we did it 20 years ago, it's wrong".

Process can also prevent you from getting product out the door.

Process can also lead to group think where no-one has responsibility.

Process can also get in the way of experimentation and research.

Don't get me wrong. I'm not adovcating a loose cannon approach where everyone does whatever they want. But I've seen incredibly stupid things done in the name of "process".
