"the value chain"
Microsoft has been trying to outrun being classified as "commodity software" for a long time. When Bill Gates calls Linux 20 year old software, he means it doesn't include a browser or a media player in the kernel, yet.

Right or wrong, the growing elaboration of Windows is to him a way to make the operating system more valuable.

(The elaboration also clears a low cost niche for Linux. That's why Longhorn will have a cheap version with limits. Forecloses Linux before it gains a foothold.)

I think the way he succeeds is not with users. How do they know whether a capability is part of the kernel or not? Instead, it's with developers, who are able to use consistent capabilities. When Real objected to the EC that XP N wrecked their software, they were complaining that media capabilities they had relied upon were removed. Even Microsoft's enemies expect them to keep on helping them.

When Longhorn is issued, the news will be additional capabilities that developers can put to work. Call it Microsoft family "value"s; like Addams Family Values, they originate in a single place.
