I disagree completely
AFAIK PHP can be bytecoded like Java. I'm not sure if it has a
built in JIT compiler, quite possibly.
There is however such a match between it's library functions and
the necessary functions for web apps, that this is something of a
moot point.
What you are saying is that some old feature limited version of C
from 16 bit DOS days is as capable as a current libc++ powered
GNU C++ compiler.
In theory this is true, but it's a hell of a lot easier to get GNU
C++ to write a large GUI app than the old DOS compiler.
Similarily it's much easier to walk up to any PHP application, and
modify it compared to an equivalent Apache Tomcat Java
Taglibrary app.
So pragmatically, PHP is a easy to read, easy to support option.
(I know, I've seen guys who'd faint at the sight of a Java app,
modify PHP code).

But an easy to maintain solution written in PHP is likely to be
very concise in coding terms. This means it can be changed
quickly and cheaply, it also means you can switch vendors much
more easily.
This makes solutions cheaper, more flexible, and therefore
useful, but obviously reduces the market for programmers.
