Do it "MY" way, or go without.
I'm sure it is different in your company; all proposed IT projects are fully funded and swiftly completed, with all promised features. Unfortunately, in the companies I've worked for this isn't the case. Very basic database driven web sites with a clear value to the organization must either be created by those with a stake in the project who happent to have some core programming skills, or they don't happen at all.

I've personally created several focused, database driven, websites which are used by thousands of people within the company, after getting tired of hearing excuses from the SW development team about what we were asking for was too difficult. Instead of merely saying "But it is so simple, I could write it myself!", I decided to prove it and bought a book on programming in ASP. 6 years after launch, the site may be ugly underneath but it still works and we can do what no other comparable team can, with lower headcount. Periodically, the formal SW teams come by looking for a project to er "assimilate", and declare that they will integrate the functionality of one of my sites into one of their existing ones. My answer is always "Sure, just make it work the way the existing one does". And their response is always "Oh, we won't have all of the functionality until the next release in the roadmap". So I suggest they contact me when they have all of our functionality integrated in, so we can make the transition. To be honest, so long as they deliver the functionality my site does, I'd be tickled to have them take it over (less work for me!). However, so far (years later) no one has ever called me back after this stage...
