The wrong message.
"scripting languages can be wielded by people without a computer science degree or a lot of training"

Being a senior programmer I've seen plenty of these scripting "projects", usually when I'm trying to fix or replace them.

It is disingenuous to imply that an extensible, robust enterprise level application can be founded on a scripted program produced by a person unfamiliar with the complexities of such systems. Not to say that the move to scripted development is all wrong, but it shouldn't be implied that a few hacks who have tinkered with small websites can handle enterprise level application development.
