Why?
Because some people can't use anything other than a Windows server, OS selection is not always an available choice.

Because sometimes there are other factors involved other than your OS vs their OS religious wars.

Because sometimes you want the SQL database to be local to lower latency. If that meens that the database needs to run on the Windows server then that is what it means.

Because Windows makes a better application server than a lot of *nix servers.
