Until you tackle the issue of having good metadata on EVERYTHING - you won't be able to do what he is saying. The ONLY alternative to key words is metadata, but trying to have people add synopsys info to every piece of data they generate is a TRUE pipe dream (light it up!).

Maybe Dollar Bill doesn't like being a file clerk - after all he's ABOVE all that! But doing that filing is HARD WORK, and everyone knows that hard work pays off (but so does predatory monopolies!).
