Yes, with Linux at their heels, they needed to cut to the chase.
They can not let Linux make inroads for another 2 or 3 years. They need something right now to stem the flow on the desktop. And, even this will be missing a lot of the lock-in technologies that they desperately need customers to bite on. A few more huge governments wins and corporate wins, and Linux on the desktop could reach a critical mass. This is an all out war that Microsoft is fighting behind the scenes, trying to pretend that nothing is happening and trying to not look worried. Fun to watch Billy and Stevie squirm.
