KHotKeys 2.0
Open Control Center select Regional and Accessibility select KHotKeys or Keyboard Shortcuts or Accessibility or Keyboard Layout.

KHotKeys 2.0: "This module allows configuring input actions, like mouse gestures, keyboard shortcuts for performing commands, launching applications or DCOP calls, and similar."

Been there for at least 2 years. And it's even graphical for remapping keys. You can use XMod to modify your keyboard mapping to your hearts content!
