Cross misspeakes...badly
"The reason we put UAC into the (Vista) platform was to annoy users--I'm serious, said Cross"

What Cross said there, was simply a rather glib way of saying the reason they put UAC into Vista was for an added layer of security that would INEVITABLY annoy users because many independent software producers haven't used sufficiently secure code to avoid repeated warnings from the AC.

Lets not get carried away with Cross's decision to misspeak in glib terms; hes not saying that Microsoft had an alternative method of implementing UAC that achieved all the same goals but would not be annoying to users, but instead arbitrarily decided it would be more fun to do it in a way that annoyed users for no particular reason other then to annoy users.

Anyone who is reacting negatively to the "annoying users had been part of a Microsoft strategy" are taking that aspect of the story to a place beyond where it was meant to go.
