I think that it's a step in the right direction.

I don't think anyone here has a problem with SOME outsourcing. The complete elimination of it is not the goal.

I think your position on this solving "absolutely nothing" is flawed. The U.S. is giving away an estimated $12 billion/year in the form of tax credits on overseas profits for multi-national corporations.

I divided $12 billion by 3,000,000 workers (the number of new jobs expected for 2004).

Came up with $4,000/year per head.

That's hardly "nothing" as you suggest.

You're also not addressing the overhead required to set up shop overseas. It does not address the cultural differences. It does not address the language barriers. It does not reflect the difference in technical proficiency. It's not "just" the difference between wages.

So I ask you -- does it not make more sense to make overseas operations look a little less attractive? Even if they don't hire Americans, that $12 billion/year gets put back in the U.S. economy whether they like it or not...and they're not even talking about actual penalties yet -- just taking away a reward they don't deserve.
