The main point of both posts is that Microsoft says they are keeping the main Longhorn development jobs in the US.
They are also hiring 7,000 people, at least 3,000 of them in Redmond.

If everything Microsoft says is true, then there's no big issue here, as applicable to Microsoft's recent actions.
We need more information to draw conclusions.

But here you're right.
Microsoft has shipped jobs to other countries.
But if you're going to disapprove of that, you cannot approve of some government endorsing Linux as a way of increasing local employment. Part of the reason Microsoft sets up these operations is to make themselves a local employer. In fact, some governments demand local employment as a qualification to bid.
I like this as little as you do. A lot of technology, not especially IT technology, has been shipped overseas because of these governmental requirements. Mandatory leeching.

The other reason Microsoft is setting up overseas operations is to save money, sure. But I will give credit to their PR Department for saying the right things about keeping the important work here.
I'd be very disappointed if they weren't telling the truth. Ruin their credibility.
