Good Points
There are still a number of new applications that support Win98 and most support at least Win2K. And in my organization, most people would be content to use Office 95.

Some people make use of the more advanced features, but out of about 500 users, maybe that's about 5%. So why spend the money? The ones who need a newer version probably don't need the hand-holding that comes with standardizing on the upgrades.

And I'm a little tired of hearing about file compatibility. I was helping someone trying to open a Word 2003 file in Word 2007. 2007 wasn't recognizing a couple of critical graphic elements in a file that was created in Word 2000. He didn't care why and he didn't want to have to figure it out (I don't have 2007, so I couldn't do much for him). What did he do? He went back to using 2003, still available to him.

This isn't to say that 2007 doesn't have improvements. Can't say, because I've only had the barest exposure to it. But if most won't even bother to learn them, why have them? Worse yet, if trying to cope with the new interface and other problems significantly drops their productivity, it just shouldn't be done without better reasons than Microsoft has shown me.

Stop the upgrade treadmill, I want to get off.
