Microsoft did not own DOS
Since Bill Gates had licensed DOS from Digital Research, neither he nor IBM controlled it. There were always three DOS's out there. DR DOS, MS DOS, and PC DOS. With DR DOS usually leading the way.

And IBM pulled OS2 from Microsoft because they did not like the unstable and vulnerable OS that Microsoft was building. They built something stable and solid that can still be used today. Unfortunately, the MS approach, to make the system easier to use, at the expense of stability and security won out. Until today, when MS has realised the importance of stability and security.
