If the OS isn't counted...
I'm not surprised at all. Office is one of the few with significant market share. There are all kinds of custom developed web apps, modifications to standard large software packages (financial and ERP being two prominent vertical markets), batch files, VBA modules, etc. One could even question the definition of "Packaged proprietary software" and wonder if something like SAP or Oracle Financials would count in this category as it's typically not considered "packaged software" by industry insiders. And then there's the question of how packaged software is counted. Word, Outlook, Excel, Access and PowerPoint could be considered a single software package (MS Office) as opposed to 5 software packages.
