Number sound about right to me
I don't think they are counting installations of software, but distinct software packages. Sure, every computer might have Windows and Office, but that's just two packages. For every package bought, there's 7 others that were developed in house for specific tasks like data entry, web interfaces, etc. It's likely that these don't compare to Office in lines of code, but when a program with 20,000 lines of code does exactly what you need it to do, why pay for a program with 20 million lines of code that doesn't quite do what you need it to do, and does a bunch of stuff you don't need it to.

Of course most of these are probably sitting on servers in the IT department, designed for specific tasks, so you wouldn't notice them by looking around at the PC's sitting on desks, but they are there.
