probably be a LONG time...
not only do games take a long time to develop, but to write code, you want to be familiar with the API... and with DirectX 9 being so ubiquitous, everyone is familiar with it...

As well, there's the power issue... if you can get gaming power like what the top-end games of the current market has, off of DX9, why bother moving to DX10? you can be fairly sure that DX10 won't break those games, because then it wouldn't be adopted by the gamers it needs to woo... and as such, game makers can play it safe by using DX9, so that more people can run their games.
