Actually it is per Microsoft
Microsoft uses the hardware id for the hard drive, cpu, motherboard and video card run though a formula to derive the system id you change any one of those items and per Microsoft it's new computer and requires a new activation key. Now per microsoft you get one activation key when you purchase the software and one additional activation key when you transfer the software to a "new" computer which means if your hard disk crashes twice you're buying the OS again per Microsoft's own licensing practices.
