Sun's move makes sense to me
Sun makes money off of Java by selling support services. The more companies willing to use or build programs in Java the better for Sun. How does Sun entice these companies to use Java? Two ways: 1) make a really good development environment and 2) make sure as many clients as possible have the JRE installed.

And according to the article, Sun is planning to announce both of these at the next JavaOne conference. Java EE 5 is the devkit, while changing the licensing agreement on the JRE should make Linux distros like Ubuntu feel safe to distribute the Sun JRE built-in to the distro (instead of some other crappy JRE).
