Major distro's have started to control that
They are incorporating the newer kernels only on dev parts of a distro, the server and corporate products are in a more conservative cycle to appease business concerns.

That is quite easy to check and all you have to do is search on it. On the other hand i am going to point out the obvious that Ms havent released a OS in 5 years and still it is being stripped of all its new features just to get it out of the door. I am sure that is value for money and will make businesses eager to use a product.

Taking in consideration that these boltons like Winfs will have its own impact on the underlying OS and businesses wont want to take a risk with that until it is in the market for a while.
