Sounds as if

a BSOD is a kernel panic due to a faulty configuration which can be fixed in safe mode (or a bad program caused it and perhaps a simple reboot is all that's necessary), whereas a RSOD is a kernel panic that can't even be fixed in safe mode so you'd better pull out your repair disks.

But like I said previously, the color doesn't matter. If you get either one then it will be a long term problem until you find the root of the problem. One would hope MS will go to great lengths to make sure they do not occur due to benevolent actions, and that they will make malevolent actions that may cause such errors impossible (or next to impossible, unless someone does intentionally axe their system). Because that is what their customers will expect from them.
