OneTimePad is unbreakable

With a decent random number generator, it's impossible for anyone, government or not to to decrypt the message.
If you use paper and dice at the key construction phase (out of sight of prying satellites), no-one will be able to break the code. Make extensive use of dictionaries to compress the data, so your keys can be small.

Of the millions of messages sent by the KGB and intercepted, none were broken.
It is said that some were broken, but since this was in the cases where the Pads were reused, these technically weren't OTP messages.

KGB had special paper that burned producing no solid remains, so even the key couldn't physically be found in a bin or something, and the captured message broken.

It is very easy to duplicate this in software (and a double diode circuit to generate true noise, with common mode concelled (to prevent intervention), but you want to run it on an unconnected machine.
