requires vision! It works best when ONE PERSON has that vision - example M$ and Dollar Bill. In larger organizations (including China's government), the risk of trying a new "innovation" becomes too great - so it doesn't happen. M$ is at this stage, and it ends up buying the small companies that HAVE the innovation, and then incorporating it into their main product.

Is China closing the tech gap? I don't see it. Until those "throngs" of engineering graduates are challenged, they will obediently "not rock the boat".
