The problem
I believe that was one of the problems pre-2000. The industry was booming and companies didn't know how to find the right people to fill the positions. So the companies were offering inflated salaries for those positions. This caused everyone that read "HTML for Dummies" to go into the field Just For The Money. And the thing IS, they made $70k for it.
Then when the overflow/costs hit, things reverted back to the norm and all the people not truly worth their pay were let go.

I actually don't think IT salaries are that bad. They were just over-inflated 8 years ago.

Nurse Practitioners make about $70k (Master's Degreee).
Legal Assistants make about $47k (Bach. Degree).
Chemists with a BS make about $62, and with a MS about $72k.
Architects make about $60.
