Cheaper cost of living
I live in Oklahoma and the lower pay compared to larger cities is balanced by the cheaper cost of living. There are also lots of state colleges training students in the IT field. I think a lot of companies could save money if they move to large cities outside of the mainstream where property is cheaper. Tech people in Oklahoma are usually just happy to have a good job doing something they enjoy. We're not always looking to jump to a new job just for more pay.
