Job market more to blame...
Face it - many (not all) students come here to study because they figure they can get a visa to work in the US after getting the degree. Years ago uncertain job prospects caused many native Americans to forgo advanced degrees. In today's economy, many foreigners are coming to this same conclusion, especially since they can get a quality education at home often for much less. The game where the green card prize subsidizes corporate salaries and college enrollment will only last so long when native Americans get sidelined in the higher-education job market.

Maybe colleges and corporations will in return their focus to students in the US.
