You are blaming the wrong person.
George Bush is not God! He isn't responsible for everything wrong in the USA. Outsourcing flourished in Clinton's regime, way before Dubya took office.
Both political parties are to blame for outsourcing. If you don't believe it, check into outsourcing at the Heinz company. See how many manufacturing plants Kerry and Theresa have outside the USA.
Blame the corporations whose only interest is profits. Their contributions fund both political parties, directly and indirectly. Blame the CEO's who make big bonuses based on profits. Blame the universities whose only interest is selling seats in classrooms at the best price.
