I totally agree.
Beginning around 2000 I began noticing an increasing number of Eastern European and Russian programmers filling consulting positions in the Chicago and South Eastern Wisconsin region.

In talking with these H-1B consultants I learned that they were earning approximately 40% less than the salary I was being paid at that time.

Then in 2001 I became aquainted with another group of H-1B consultants at a different client site. They originated from India and Pakistan. Their average salary was around $32,000/yr, while mine was $60,000/yr, which at the time, was the going rate for an American consultant.

In the summer of 2002, the firm that had been my employer for over 5 years, released me and another 145 of my co-workers. Their reason; "We simply can't compete with H-1B firms."

Currently, I'm working in retail earning $28,000/yr. At my age, the chances of re-entering the IT field are slim-to-none.
