It sounds very much like the difference between operational efficiency, which gets you a few percentage points, and projects, which depending on their scope, could shift the direction of a business.

The problem is that managers dont usually have spare resources sitting around doing nothing, so when you want some project resources, generally production support will suffer.

There are ways around this, but they're generally tricky, and in an environment of scarce resources, will lead to conflict between managers.

And getting dedicated contractors in can become expensive, along with the management overhead. I generally favour putting small chucks of work out to tender, and prefer to spend time on the contract negotiation phase. If you can get this right, then the onus will rest on your supplier, and your costs can be controlled.

Its not easy, but I've found this works best.
