Or good management?
I guess it depends on your perspective. The example I personally saw was where a consultants wages would have cost around 500 pounds a day here in London, whereas the full time wages were around 700 pounds a week.

Management were counting on the fact that they could employ the resource because they were local, and would take a lower wage, in exchange for a smaller commute and job security.

They wanted the work done (and it did get done), and then basically made the job so boring for this resource, that he eventually left.

They got him to work on other things, and whether or not the output was meaningful, they got their project for a lot less than it would have cost by using consultants.

I agree that the real issue is whether or not management were good or bad.

In this case, there was no damage done to the company, and the outcome worked out. But I find it repellant as a management technique, because management relied on the employee to leave voluntarily, and on their demeanor to remain good natured so as to not cause low morale to co-workers.

From a fiscal point of view it worked, but I found that to be quite a dangerous and risky game to play.
