HR Departments??
First you have to have an HR department that can buy a clue as to just what is required to do the IT job. Hint: it is not necessarily a college degree in computer sciences. As soon as I find out that you have to meet the HR requirements as HR sees it I already know that the pool of possible employees that will be given to the IT department will be full of people who know buzz words and can throw BS at someone who knows nothing of what is required.

I found that I had much better luck sending stuff to the IT department to see if it met their needs and then let them fight HR. HR itself is mostly just a big roadblock to hiring really qualified employees when it comes to tech positions. Rarely met one that was worth talking to when it comes to what I needed. When I was hiring I insisted on at least seeing all the inputs to see if there was something worth looking at.
