You are partially right
All too often what happens is that the project contracted for is fairly small and the consultant/contractor is both consultant and coder as well as installer and updater and a whole slew of other things. You are trying to split hairs without thinking of all the other circumstances where the person is brought in to do something that may be vital but is not someting that is part of the core business of the company. These projects may not require a whole team of people and whoever is brought in has to wear a lot of hats.

You are hung up on the huge projects where they bring in big teams of people and that is oftentimes not what is done. In those cases you would typically have employees tasked with the job as well and have the employees, consultants and contractors all working together. I think there a lot more of the other type, but maybe not so obvious in execution.
