Mostly they are a waste

Invariably consultants are brought in to answer a question which everyone already knows the answer, like "lose some staff and make the others do some work".

They (consultants) are usually ignored, or sacked when the answer they gives offends. It's a ploy used to play for time, especially in large organisations where things have "always been done this way". Especially as it's other peoples money being spent.

A sensible solution would be recruiting some better staff in the first place and having an HR department that takes note of what occurs outside of its own immediate offices. But that'll never happen.

This may sound jaded, but it's my experience of the real world.
