It's all about who knows what

If you're embarking on a new business and you don't have the necessary experience in-house then you can hire outside. If you are just refining part of your existing business then setting measurable goals that fit (not too aggressive or too relaxed).

In my experience unless you have the rules outlined and the results measurable then your project will have problems that could have otherwise been mitigated.

Overall, most projects can be broken down into a sequence of events and actions...each of which can be dealt with by resident employees. If not then the new business or project is so far outside of your company's circle that they might need to rethink their strategy.
