Missing a key point...

The average IT executive is completely clueless. They make IT decisions based on the latest issue of ComputerWorld and word of mouth. They believe their own internal people are overwhelmed. In some instances they are as the lack of any real process or procedures ensures they spend all day long fighting fires. Then you hire the typical consulting company that is mainly concerned with billable hours and "utilization targets". The entire relationship is unhealthy: the consultant usually does not care about the client or his own consulting company, the consulting company sees the consultant as a "resource" to be billed and sees the client as money and the client usually has no regard for the consultant or the consulting company. Throw in project managers that only know how to allow scope creep and it is no wonder most of these IT projects fail.
