Bad management
"I've seen management take full time hires for a specific project, and then on completion, the hire\s sit around wondering what to do."

That means the management is doing a bad job. I do not understand how any IT department could actually have people without something to do.

I have seen this when a company hires a specialist, don't hire specialist grow a resource. The thing about a good IT person, when you present them with a problem they can not help but want to solve it. Hire those people yes the rate of implementation will be slow but as apps, systems, databases, or whatever are handed from one resource to the next you will end up with a cross trained staff that can cover each other.

Then again that is just my opinion.
