Meeting a specific need vs HR
Its no surprise that companies have a specific project they want done, and will engage someone to provide it, without wanting necessarily for that particular skill set to be around post implementation.

I would never take on a full time hire with the idea of delivering a project and them somehow get them to leave afterwards through boredom. Or even to try and find a role for them. This invariably ends badly.

I've seen management take full time hires for a specific project, and then on completion, the hire\s sit around wondering what to do.

Now, the difference between a consultant and contract labour has been quoted here. And I agree to an extent.

But while there are good and bad consultants (similar for contract labour), they are still only a tool. Whether or not to employ that tool is the question.

And the answer is both yes and no.
