UK Public Sector Hates Making Decisions

Hi,

Not sure about public bodies in other countries, but having worked as a consultant in the UK public sector there is a culture of not making a decision incase its the wrong one and being blamed for it. So, in the last 10 years or so the use of 'consultants' has blossomed so they can be blamed incase it all goes wrong.

Consultants enable a win-win suituation for civil servants;

If the project goes well: I'm a good manager because I chose good consultants and managed them

If the project goes bad: I'm a good manager because the consultants cocked it all up so its not my fault.
