20 weeks
When I went to college I used to work those part time jobs that were suppose to be 20 hour weeks. Because I needed the money they were 40+ hours/week for up to 12 weeks. On the 13th week we always were cut back to 20 hours. This was due to the fact that the company I worked for had to count us as FULL TIME employees at that point and give us benefits.

Going to 20 hour weeks would mean freeing up capital because the CIO/CFO/CEO could then eliminate the need for Health Care, Retirement, 401k, etc for the majority of their work force. They would LOVE IT while those that wanted to work 40 weeks would be having to work 2 jobs or look for those companies providing 40 hour work weeks with benefits.
