Almost zero chance this will happen any time soon
The only way working hours can decrease in a meaningful way is through legitimate increases in productivity--not through ridiculous fantasies of magical "social models."

Why "almost" zero? There is an outside chance that by 2015 the world will be trapped within a totalitarian socialist nightmare, in which case most people would do as the government commands upon threat of gulag.
